Annual Report – 2007

 About the Academy

Indian National Academy of Engineering (INAE) was established in 1987 to promote the advancement of and excellence in the practice of engineering and technology and the related sciences and disciplines. It is a 'peer' body of the most distinguished engineers from the entire spectrum of engineering profession in the Government, R&D Laboratories, Academia and Industry.  The Academy undertakes programmes on technology policy issues of national concern and recommends measures for appropriate action by policy makers, planners and administrators for the overall development of the country.  One of the objectives of the Academy is to encourage inventions, scientific investigations and research to promote their application for development of all sectors of national economy.  The salient aims and objects of the Academy are given below.

1.

To promote and advance the practice of engineering and technology and the related sciences and disciplines and their application to problems of national importance. 

2.

To disseminate information on all matters pertaining to 'Engineering' by publishing proceedings, journals, memoirs and by holding meeting, lectures, seminars, symposia etc. 

3.

To interact with professional bodies, engineering and scientific academies etc. already established or as may be established in future in India and abroad. 

4.

To present at all academic forums, research and development activities on 'Engineering' in India and abroad. 

5.

To promote the National Policy on Education of the Government of India. 

6.

To offer the Government of India, the Local Governments and others, facilities for conferring with and ascertaining the views of 'Engineers' pertaining to 'Engineering' and to confer with the said Governments and others in cooperation with fraternal professional bodies

7.

To encourage inventions, investigations and research and promote their applications for development of  both organised and unorganised sectors of the national economy. 

8.

To institute and establish Professorship, Fellowship, Studentship, Scholarship, Awards and other benefactions and to grant Certificates of Competency and Charter whether under any Act of Government of India or otherwise howsoever.

Seminars/Conferences

International Conference on Engineering Education

The INAE Conference on “International Engineering Education” supported by Council of Academies of Engineering and Technological Sciences (CAETS) and IIT Madras was held on March 1-2, 2007 at IIT Madras, Chennai.  Prof R Natarajan was the Chair of the event. There were twenty four invited presentations covering eight important themes drawn from 9 countries. Some of the objectives of the conference included: exchange of information on individual National Engineering Systems of CAETS Member Academies; promotion of interaction between Fellows of CAETS Member Academies; exploring the potential for bilateral/multilateral collaboration; and focusing attention on Engineering Education as a predominant concern for Engineering Academies. 

Prof MS Ananth, Director, IIT Madras while welcoming the participants in the Inaugural Session, expressed that in recent decades, there have been significant changes driven by environmental issues, stake-holders diversity, opportunities that exploit developments in Information and Communication Technology and the forces of globalization. Further he brought out that the increasing competition among the students for good quality education entails the risk of rapid commercialization of the education scenario. Such a risk can be contained by pre-competitive cooperation among institutions in different countries across the globe. The engineering academies also have an important role to play in this regard. Prof R Natarajan, Co-Chairman, International Advisory Committee mentioned that in recent years, several National Academies of Engineering have identified Engineering Education as one of their major issues of concern. Some of the themes include: development and education of engineers; enhancing and promoting engineering education; increasing attractiveness of engineering education and retention of students; quality of engineering education offerings; promoting industry-institute interaction; research and PhD education and engineering education and engineers for the XXI century. 

Dr Anil Kakodkar, the Chief Guest of the event and Past-President INAE during his Inaugural address brought out that the linkages between academic,  national laboratory and industry activities are important. INAE has several programmes to nurture these linkages. He mentioned that we must emphasize on a holistic approach to Education, Research & Development and Technology. He expressed confidence that some important conclusions would emerge out of the deliberations to the larger benefit of the engineering community as a whole. Dr William C Salmon, Secretary, CAETS then gave a brief overview of CAETS. Dr PS Goel, President INAE during the Presidential Address welcomed the delegates from CAETS. He said that engineering education is an important subject of immense relevance to the community. From an Indian perspective we do not have a problem of attracting young students to engineering education. He expressed concern that the young engineers are drawn to the software industry and that we do not get adequate engineers to work in core disciplines. The shortage of qualified Academicians in engineering institutions is also a matter of concern. He also mentioned that there is a need to identify the issues that need to be taken up at different levels, so as to address these problems. 

On the first day there were four technical sessions on the themes: Engineering Education for the XXI Century; Country-Specific Issues in Engineering Education; Industry and GATS Perspectives in Engineering Education and Domain-Specific Issues in Engineering Education. On the second day four sessions were held on Globalization and Consortium Research Issues in Engineering Education, Emerging challenges and Opportunities in Engineering Education, Excellence, Equity and Ethics in Engineering Education and Issues of Significance in Engineering Education. The conference concluded with a Valedictory function in which Prof R Natarajan summed-up the Conference proceedings. 

Seminar on “Commercialization of Indian Technologies in Chemical Sector –Successes and New Opportunities”

The Seminar on “Commercialization of Indian Technologies in Chemical Sector –Successes and New Opportunities” was held on March 16-17, 2007 at Mumbai.   

The seminar was a joint initiative of Indian National Academy of Engineering (INAE) and Indian Chemical Council (ICC) with several S&T departments of Government of India, leading R&D and academic institutions as Associate Agencies.  The unique features of this seminar are assessing the strengths and weaknesses of public-private partnerships for R&D commercialization in India through an analysis of case studies of completed and ongoing projects supported by government agencies by a  panel of eminent experts and a technical session exclusively to deliberate on incentives and support mechanisms required for future technology development programmes in India. 

The seminar was formally inaugurated by Dr. G. Thyagarajan, Chairman, Supreme Court Monitoring Committee on hazardous waste management and addressed by Dr. PS Goel, President, INAE, Dr. KV Raghavan, Coordinator, INAE and D. Dutta Gupta, President, Sri DP Mishra, Director General and Sri Samir Somaiya, Chairman (Western Region) of ICC. 

The first technical session focused on six case studies of public-private partnership for R&D scale up and commercialization programmes supported by DSIR, CSIR, DRDO, TDB, SID and ARCI.  They cover pharmaceuticals, antibiotics, chemicals from agro-wastes, CFC substitutes and surface coatings sectors of industry.  After analysing their funding, monitoring and technology transfer mechanisms, the three member expert panel consisting of Dr. G Thyagarajan, Dr. W. Selvamurthy, Chief Controller (R&D) of DRDO and Dr. Hameed Bhombal of Aditya Birla Group identified the techno-managerial factors responsible for successes and failures in the above programmes and the nature of changes to be brought in to strengthen the R&D-industry linkage.  The role of academic institutions was also discussed. 

The 2nd Technical Session provided an opportunity to selected R&D and academic institutions to highlight their available technologies for commercialization to the prospective clients.  More than 50 technologies pertaining to speciality, organic and high energy chemical sectors were presented.  Experts from NEERI, Nagpur, NRDC, New Delhi, MUICT and BARC Mumbai, IIP, Dehradun, IICT, Hyderabad, HEMRL, Pune and DRDE, Gwalior participated.  These presentations led to informal business discussions at the conference venue for possible technology transfer.  

The third technical cum panel discussion session focused on new incentives and support mechanisms needed for strengthening public-private partnerships for R&D commercialization during 11th Five Year Plan period.  Dr. KV Raghavan, Chairman, RAC, DRDO made a keynote presentation on global and national scenarios pertaining to technology support mechanisms.  The situation in USA, Japan, S. Korea, China and India received attention.  Senior executives from IIT, Mumbai, TDB and DBT, Govt. of India, ICICI Knowledge Park, Hyderabad, IICT, Hyderabad and ARDE, Pune made presentations on their new initiatives in supporting public-private partnerships for R&D and its commercialization.  They later interacted on the new support mechanisms required during the 11th Five Year Plan period including the need to establish technology incubators for the Indian specialty chemical sector for facilitating new startup ventures. 

An exhibition cum technology Buyers and Sellers event was organized on the sidelines of the seminar.  Good level of interactions took place for evolving new partnerships. 

INAE-JNU Symposium on “Biology Inspired Nanotechnology”

A joint INAE-JNU Symposium on “Biology Inspired Nanotechnology” was held on March 26, 2007 at Jawaharlal Nehru University (JNU), New Delhi.  This Symposium did not deal with any singular science or technical discipline but focused on issues fundamental to life with particular focus on complex systems and nanobiology, nanoelectronics, cancer nanotechnology, nanodiagnostics, nanotoxicology, and nanotherapeutics.   

The invited speakers were from diverse areas engaged in the field of Nanobiotechnology in India drawn from Industry, Academia, R&D Labs, JNU, clinicians from All-India Institute of Medical Sciences (AIIMS) and scientists from Indian Statistical Institute, Kolkata. 

Prof. Sneh Anand, Centre for Biomedical Engineering, Indian Institute of Technology, New Delhi and Dr. Prasanjit Sen, Associate Professor, School of Physical Sciences, JNU were the Symposium Chairs representing INAE and JNU respectively. 

During the Inaugural Session, Dr. Prasenjit Sen welcomed all the participants and gave introductory remarks about the Symposium.  Dr. MJ Zarabi, Vice-President, INAE delivered the Inaugural Address and spoke about the need for out-of-box thinking to use biology as a tool to synthesize electronic functions.  To achieve this, he suggested research in the area of nanomedicine.  The challenge, according to Dr. Zarabi, for nanoelectronic circuits is to effectively reduce the number of components per function.  The solution can be sought by evolving simple and elegant methods not impeded by classical theories in a fresh approach to the challenge. Thereafter, Prof. Sneh Anand briefly spoke about the activities of INAE. 

Prof. Yash Pal, Chancellor, JNU and a Fellow of the Academy spoke about Contract Research Organization’s inability to generate IPRs.  He spoke of the need to evolve different yardsticks for supporting different laboratories developing technology at the high end with special credit reserved for “novel research” and not for reverse engineering.   Dr. BB Bhattacharya of Indian Statistical Institute, Kolkata described diagnostic biochips to integrate microarrays on miniaturized test sites in two dimensions.  The biochip architecture is a continuous type digital microfluidic based, for delivery of nano-litre volume of fluids through a network of micro channels etched on a chip.   

Dr. Prasenjit Sen, Associate Professor, School of Physical Sciences, JNU spoke on application of metal nanoparticles to nanomedicine and the toxicity effect of such particles.  Dr. Sen stressed a need to understand the importance of size while defining toxicity rather than a simple particle concentration based regulation, presently in force.  Dr. Sen demonstrated the efficacy of bare nanoparticles towards specific protein interaction, which can pave the way for the next generation of protein separation tools.  Specificity also allows for use of nanoparticles as sensitive diagnostic tools for detection and screening of proteins, such as the normal human haemoglobin. 

After presentation by invited speakers, a panel discussion was also held in the evening.   

National Frontiers of Engineering (NatFOE): Young Engineers Interactive Meet

The National Frontiers of Engineering Symposium was launched by the INAE in 2006 as its annual flagship event. It brought together about 40 outstanding engineers (ages ~30-45) from companies, universities, and government labs to discuss leading-edge research and technical work across a range of engineering fields. Having seen the success of this event, it was decided to make this as an annual event of the Academy.  

The Second National Frontiers of Engineering Symposium was organized by INAE in collaboration with IIT Kanpur and IIT Delhi on March 31-April 1, 2007 at IIT Delhi.  In the days of open market economy worldwide, global leadership is being measured by reserves of RESOURCES that each country has. The Second National Frontiers of Engineering (2nd  NatFoE) Symposium brought to focus this aspect in the minds of the young engineers. Thirty six professionals, less than 45 years of age, were invited to this Symposium, based on their core competence and contributions thus far in their respective fields. Through focused presentations and discussions, these 36 participants shared, learnt and appreciated the frontiers of international state-of-the-art and national state-of-the-practice on four fronts of RESOURCES, namely Water, Energy, Knowledge and Transport. They learnt to present their subject in a simple clear way to other professionals concisely; were exposed to lateral knowledge, and;  developed respect for professionals in other subject areas. 

The Symposium proved to be a beginning of an effort to groom leaders of technology of diverse fields for future. It certainly provided a forum to showcase the interdisciplinary nature of modern day engineering. Such Symposia are expected to promote interdisciplinary approaches across fields and establishment of contacts among the next generation of engineering leaders.  

The Grand Finale of the event was a meeting of all the participants with His Excellency Dr APJ Abdul Kalam, President of India at Rashtrapati Bhawan at 4:30 PM on April 2, 2007. This was a memorable event for all the young engineers who had participated in the subject Symposium. They were highly enthused with their visit and discussion with the President of India. 

Seminar on “Recycling for Electronics and Automotive Industry”

Indian National Academy of Engineering organized a seminar on “ Recycling for Electronics and Automotive Industry” at Homi Bhabha Centre for Science Education , Mumbai on September 3, 2007. The seminar was co-sponsored by Office of the Principal Scientific Advisor (PSA) to Government of India , Bhabha Atomic Research Centre (BARC) and National Automotive Testing and R&D Infrastructure Project (NATRIP). About 120 delegates from both the industries , central and state ministries and research organizations attended the seminar. The seminar had four sessions. 

Dr PS Goel, Secretary , Earth Sciences and President, INAE presided over the inaugural session. Dr R Chidambaram, PSA to Government of India and former Chairman, Atomic Energy Commission delivered the inaugural address. Shri AK Anand, Scientific Consultant in the Office of PSA , former Director, Reactor Projects Group, BARC and Convener of the seminar briefed on the background and motivation behind holding the seminar. Dr S Banerjee, Director, BARC welcomed the dignitaries and delegates. Shri BB Biswas, Head, Reactor Control Division, BARC and Secretary of the seminar proposed vote of thanks. 

The second session was devoted to Auto Industry and was chaired by Dr Chidambaram. In this session, the following presentations were made:

  1. Recycling of Automobiles- Problem Definition and Possible Solutions in the Indian Context – by Capt NS Mohan Ram, Advisor, TVS
  2. Economics and Business Models –by Dr GK Sharma, Director-Technical, NATRIP
  3. Regulations- by Shri AR Arankalle, Head Automotive Materials Lab, Automotive Research Association of India

The third session was devoted to Electronics Industry and was chaired by Dr S Banerjee. In this session , the following presentations were made: 

  1. Research and Development Issues – by Dr S Banerjee, Director, BARC
  2. eWaste Management - by Shri Ashutosh Vaidya, Vice President, WIPRO
  3. Economics & Business Models- by Shri George Paul, Vice President, HCL
  4. Effects of eWaste on Environment- by Smt Laxmi Raghupathy, Director, Ministry of Environment & Forests

The fourth and the concluding session was a panel discussion session to evolve a consensus on the recycling issues and to generate a recommendation to the government. The policy recommendations of the Seminar have been sent to the Planning Commission, Ministry of Heavy Industry, Ministry of Environment, Ministry of Information Technology and Department of Science & Technology for follow-up action. 

Joint Workshop between INAE and Australian Academy of

Technological Sciences and Engineering (ATSE) on “Remote Sensing”

The Joint Workshop between INAE and ATSE on “Remote Sensing” was held on Dec 3-5, 2007 at Bangalore. Dr TK Alex, Director, Laboratory for Electro-Optic Systems, Bangalore was Convener from the Indian side and Prof Mike Manton, FTSE was the Convener from the Australian side.  Experts  in the field of Remote sensing from India and Australia deliberated various aspect of this evolving subject and specifically   exchanged  views on  Applications of Remote sensing, Hyper spectral  imaging and applications, Meteorology  applications  including  modeling and   business opportunities for remote sensing products and services.  The Indian participants consisted of scientists and specialists from Space Application Centre, Ahemadabad, National Remote Sensing Agency, IITs and Universities, Regional Remote Sensing Centres, Industry, DOD, ISRO and Antrix Corporation. The Australian team comprised of 10 delegates who are key players from industry, academia, and Government institutions such as CSIRO and CRC. The workshop also included technical visits to ISRO facilities and provide an insight for possible areas of future co-operation.  

Lecture by Prof. Herbert Gleiter, Foreign Fellow of INAE

Prof. Gleiter has made seminal contributions to the areas of intercrystalline interfaces and nanostructured materials. He pioneered in the 1980’s the synthesis, the studies and the technological applications of this new class of materials called nanocrystalline or nanostructured materials. He has been one of the key figures in promoting Materials Science and Solid State Physics in Germany, Europe and internationally by founding new research institutes, initiating new research programmes, promoting international co-operation and by his contributions to numerous scientific committees and Academies. In his enlightening lecture he spoke about the State-of-the Art technology in the field of nanostructured materials namely metamaterials and their possible applications in the future. 

A lecture on “Nanostructured Materials: A Field, Created and Still Driven by New Ideas” by  Prof. Herbert Gleiter, Director emerit., Institute of Nanotechnology,  Research Centre Karlsruhe, Federal Republic of Germany and Foreign Fellow, INAE was held at  1700 hrs. on Wednesday, 23rd May 2007 at Auditorium, School of Social Sciences, JNU, New Delhi. Prof Indranil Manna, FNAE, introduced Prof Gleiter to the audience. The lecture was attended by Chancellor, Deans and Senior Faculty members of JNU, Office bearers and Fellows of INAE and scholars of JNU. 

Dr PS Goel, President INAE formally admitted Prof. Herbert Gleiter into the Academy as a Foreign Fellow, during the Induction Ceremony which was held after lecture.

International Conference on Advances in Manufacturing Technology (ICAMT-2008)

An International Conference on Advances in Manufacturing Technology (ICAMT 2008) will be held during Feb 6-8, 2008 at IIT Madras, Chennai. Dr Baldev Raj, Distinguished Scientist & Director, IGCAR, Kalpakkam is the Conference Chair. The aim of the conference is to bring together young engineers, scientists and technologists, below 40 years of age, to discuss advances in manufacturing technology. It would provide them a unique opportunity to present ideas, R&D innovations and breakthrough concepts & models, to exchange technical knowledge & experience in the area of manufacturing technology, to forge international collaborations and to interact with peers. Researchers, academicians, materials and design engineers, manufacturing engineers, welding technologists, corrosion engineers, operation & maintenance managers, consultants, non-destructive evaluation personnel, failure analysts and regulatory authorities are expected to participate in this event.  

Seminar on “Water Resource Management”

The INAE Seminar on “Water Resources Management, Role for Water Sector in India” will be held on Feb 21-22, 2008 at IIT Delhi. Mr SS Chakraborty, Managing Director, Consulting Engineering Services, is the Seminar Chair. The objective of the seminar is to seek answers to some of the crucial problems faced by the Water Sector in the backdrop of the needs of India of 2050 AD. Water management and water use efficiency need to be improved to optimize productivity. Experts from various national and international organizations working in the field of water resources, and INAE Fellows will participate in the seminar. The themes of the seminar include: Institutional Mechanisms for Water Sector; Legal Aspects in Development of Interstate Rivers; Long Distance Transfer of Water; Integrated Water Resources Development and Management; Hydro Power Development; Water Quality and Environmental Issues.  

Conference on “Railway Vision 2030”

INAE Conference on Railways Vision- 2030 will be held on Feb 29-Mar 1, 2007 at INSA, New Delhi. The Conference is being supported by Ministry of Railways, Government of India, International Union of Railways, Paris, I.I.T Delhi and IIT Kanpur. Shri VK Agarwal, Former Chairman, Railway Board and Prof CV Ramakrishnan, INAE Distinguished Professor, IIT Delhi are the Co Chairs of this event. The Indian Railways has to meet the challenges of explosive growth in the transport sector by increasing capacity and modernization taking care of environmental concerns and energy costs. The growing concerns on environmental pollution, recent technological developments and social concerns have also added further importance in the use of appropriate technological policies. The conference themes include the technological, financial/management, and societal aspects in the railways sector. Railway Professionals, Railways Researchers, Academics, Railway Equipment Manufacturers, railway end-users and persons from NGOs dealing with social issues besides INAE Fellows are expected to participate in this event.  

Workshop cum Symposium on "Electromagnetic Fields Bio-Interactions, Applications and Mobile Computing : Electromagnetic Pollution"

A Workshop on “Electromagnetic Fields Bio-Interactions, Applications and Mobile Computing:  Electromagnetic Pollution”, jointly organized by INAE, JNU and Microwave Applications Society of India will be held on March 14-15, 2008 at School of Environmental Sciences, JNU. Dr VP Sandlas, FNAE and Prof J Behari, JNU are the Co-chairs of this event. The topics to be covered include Radiofrequency Measurement techniques; Electromagnetic Fields and environment; Radiofrequency fields and Dosimetry; mobile Phone and biological effect; Radiation Hazards and safety standards; shields from electromagnetic fields and electromagnetic Fields-bio interactions.  

Symposium on ‘National Frontiers of Engineering (NatFOE)

The National Frontiers of Engineering Symposium was launched by the INAE in 2006 as its annual flagship event. It brings together about 40-50 outstanding engineers (ages ~30-45) from companies, universities, and government labs to discuss leading-edge research and technical work across a range of engineering fields. Convening engineers from disparate fields and challenging them to think about developments and problems at the frontiers of areas different from their own leads to a variety of desirable results. These include collaborative work, the transfer of new techniques and approaches across fields, and establishment of contacts among the next generation of leaders in engineering. The format of the symposia encourages informal collective as well as one-on-one discussions among participants. The NATFOE Symposium is planned to be held during April 2008. 

Workshop on Assistive Technology (Technology for Assisting the Physically and Mentally Challenged People)

The Workshop on Assistive Technology (Technology for Assisting the Physically and Mentally Challenged People) will be held during May 2008.  The focus of the workshop would be two fold: to create awareness among the NGOs and organizations working towards the cause of the disabled, about how technology can be useful towards providing better service and to exchange ideas and information among the technologists working towards development of cost effective indigenous technology. The workshop would have three sessions, besides the inaugural session on the themes: Need specification from NGOs and other organizations; Technology sessions from academia, industry and R&D labs and a summary meeting or Panel discussion to formulate action plans. The thrust of the workshop would be on  work done for the orthopedically handicapped, the visually handicapped, Speech and Hearing handicapped, Children with Mental and Learning Disabilities, children with Neuro-Motor Disorders such as Cerebral Palsy.

 Seminar on “Ocean Technologies”

The INAE Seminar on “Ocean Technologies” is scheduled to be held in September 2008 at Visakhapatnam. Dr VV Kutumbarao, Principal, College of Engineering, GITAM is the Anchor of this event. The objective of the seminar is to bring experts in the field of Ocean technology onto a single platform to discuss and disseminate knowledge on ocean technologies including underwater installations, defence applications, energy exploitation etc. A definite sketch of the present and future scenario of ocean technologies is expected to emerge from the deliberations.   

Academia-Industry Interaction

AICTE-INAE Distinguished Visiting Professorship Scheme

The Indian National Academy of Engineering (INAE) launched a Distinguished Visiting Professorship (DVP) Scheme jointly with AICTE in 1999. The Scheme envisages promotion of industry-institute interaction by facilitating the dissemination of knowledge through the expertise of experienced and knowledgeable persons from industry to integrate their rich industrial experience with technical education. The Scheme has received very enthusiastic response from industry and engineering research institutions over the years.  

A total of 100 Industry experts have been selected under the subject scheme which includes experts from Industry as well as DRDO/DAE/DOS Labs.  During the visits to the Engineering Colleges, Industry experts have delivered lectures on the state-of-the-art of industry, guided students projects and helped in curriculum development keeping in view the changing needs. 

The 10th meeting of the Steering Committee of the AICTE-INAE Distinguished Visiting Professorship scheme was held on June 11, 2007 at INAE Office, New Delhi. 

After deliberations, out of 21 nominations received, the Committee selected fifteen industry experts as per details given below.  Out of these, thirteen joint proposals from the Industry and Institutions have already been received.

INAE-AICTE Distinguished Industry Professorship

A new scheme in the reverse direction named as INAE-AICTE Distinguished Industry Professorship has been instituted recently.  Under this scheme, faculty from Engineering Institutions will spend a short period of 1-2 months during summer in industry to contribute to the industry as well as gain exposure to the industrial environment/requirement. For engineering faculty, this would provide the opportunity to learn about the State-of-the-Art technologies and get exposure to current industrial and commercial practice. This would make the teaching relevant to the industrial realm and add to the realism of the courses taught in engineering institutions. The interaction with captains of the industry will lead to bringing new and innovative ideas, thereby enhancing credibility of the teaching imparted at the institution. The faculty can enhance and update the basic theoretical knowledge of the engineers in industry by interacting with them, solving problems and conducting short courses relevant to the concerned industry. The advanced research and technological inputs given by the visiting faculty can be thus gainfully utilized by the industry. This can initiate the development of longer-term relationships between the institution and the industry, by way of joint projects, joint student practical training programmes, research and consultancy contracts, donation of equipment and software to the institution and placement of students.

17th CAETS Convocation

The 17th CAETS Convocation on “Environment and Sustainable Growth” held on October 23-25, 2007 at Tokyo, Japan, was followed by CAETS Council Meeting on October 26, 2007.   

INAE delegation comprising Dr. PS Goel, Dr. Sanak Mishra,  Dr. Baldev Raj and Prof. R Natarajan participated in the subject Convocation. Dr. Baldev Raj gave a presentation on “Current Status of Nuclear Energy in India: Sustainable and Environmentally Acceptable Option for Energy Security in 21st Century” during the third Session of the Convocation. Prof. R Natarajan presented a summary of the Conference on “International Engineering Education” held during March 1-2, 2007 at IIT Madras, Chennai and being the Chairman of CAETS Committee on CAETS Membership (CCM), he also presented a Report on the same.

INAE Young Engineer Award 2007

The Academy in 1996 instituted INAE Young Engineer Awards for excellence in design and technology transfer, innovative development and engineering research. The scheme has attracted nominations of bright young talent in the country and has become a prestigious national award since then. So far, 107 young engineers have been conferred this Award and their early recognition has encouraged the best upcoming talent to make innovative engineering and technological contributions for our national development.  

The nominations for this award for the year 2007 were sought from INAE Fellowship, Engineering institutions, R&D Labs during March 2007. Out of 65 candidates including 12 carried over from the previous years, 21 were shortlisted by the Sectional Committees in their meeting on August 7, 2007 at New Delhi.  The shortlisted candidates gave presentation of their work before the Selection Committee on August 30, 2007.

Innovative Student Projects Award 2007

The Academy has instituted ‘Innovative Student Projects Award’ since 1998 to identify innovative and creative research projects undertaken by the students at three levels, B.E./ B.Tech, ME/ M.Tech and Ph.D in Engineering Colleges. The Scheme envisages joint projects among Industry, Research Laboratories and Academic Institutions.  

Ninety six nominations received, at Doctoral level (19), Master’s level (27) and Bachelor level (50) were examined by the Steering Committee on August 6, 2007. Out of these, thirty four nominations, at Doctoral level (10), Master’s level (12) and Bachelor level (12) were shortlisted.

The shortlisted candidates gave presentations of their work before the Selection Committee on August 31, 2007 at New Delhi.

Research Projects/Schemes

Indian Engineering Heritage

India has a long tradition of outstanding engineering achievements in diverse fields such as Monuments, Bridges, Irrigation Systems, Metallurgy, Textiles etc. The documentation on these achievements is available in the libraries of Archeological Survey of India, State Museums,  Professional Societies and with individuals. It is fragmented and not easily accessible. 

In this direction,  Indian National Academy of Engineering (INAE) constituted Experts Study Groups on Railways, Civil Engineering and Metallurgy to  compile information and documentation on the outstanding engineering achievements and create an Archives of Indian Engineering Heritage in the Library of the Academy.  These Study Groups are headed by Shri VK Agarwal,  Prof. RN Iyengar and Dr. Baldev Raj respectively. 

Second Report on IEH (Railways)  

INAE Study Group on Indian Engineering Heritage (Railways) has published the  Second Report recently which is an updated version of the earlier Report  and also includes some new areas as under :

With the objective to encourage invention, investigation, research and promote high caliber of engineering-scientists, INAE has instituted the following schemes. 

INAE Chair Professorship

INAE Chair Professorship has been instituted in order to encourage engineers/technologists with outstanding research contributions, promote long-term participation in academic research and enhance the research standards in academic institutions.   The award is to be conferred on INAE Fellows between the age of 35 and 55 years working in a well-recognized teaching/research institutions in India and will be tenable for a maximum period of two years.   Initially one INAE Chair Professorship shall be awarded, and the total number at any given time shall not exceed two.  The first Chair Professorship is named as INAE Visvesvarya  Chair Professor and the second as INAE Satish Dhawan Chair Professor.

INAE Distinguished Professors/Technologists

The objective of this scheme is to utilize the expertise of INAE Fellows after Superannuation primarily for research/teaching in institutions/universities/Research & Development establishments, and industry in India.  Superannuated Fellows falling below 70 years of age are eligible for consideration.  The term of INAE Distinguished Professors/Technologists will be for a maximum period of five years or upto 70 years of age.

 Prof Jai Krishna and Prof. SN Mitra Memorial lectures were delivered by Prof. DV Singh and Dr. Surendra Pal respectively. 

The 19th Annual General Meeting of Fellows was held in the afternoon on the same day. During the  Induction Ceremony, 20 Fellows were formally admitted into the Academy. 

The Grand Award  Ceremony was held at 5 PM on December 7, 2007. 

The Academy has instituted Innovative Students Projects Award since 1998 to identify innovative and creative projects undertaken by the students at three levels B.E./ B. Tech, M.E/M.Tech and PhD in engineering colleges. This Award recognizes innovative and creative projects and theses of students and research scholars in engineering institutions, since an early recognition of merit and talent can often mark the beginning of a brilliant career. Six candidates at Doctoral level, four at Master’s level and three at Bachelor level were Awarded Innovative Student Projects Award 2007.

To recognize outstanding contributions made by young engineers to any branch of Engineering, the INAE Young Engineer Award was instituted in 1996 for engineering research, excellence in engineering design, technology development and technology transfer. Seven candidates were awarded INAE Young Engineer Award 2007.  

Prof. SN Mitra and Jai Krishna Memorial Awards are given to an eminent engineer, engineer-scientist or a technologist for academic and scholarly achievements in any discipline of technology for outstanding research in engineering and technology and application thereof; outstanding contributions in the management of education and research in engineering and outstanding achievements and contributions in the Indian industry, engineering services or engineering projects.

Prof Jai Krishna Award is given from among the disciplines of Civil Engineering, Mechanical Engineering, Chemical Engineering and Biotechnology, Aerospace Engineering and Mining, Metallurgical and Materials Engineering.  Prof. DV Singh, Former Director of  IIT Roorkee and Former Vice-Chancellor, University of Roorkee was conferred the Prof. Jai Krishna Memorial Award 2007.  Prof S N Mitra Memorial Award is given from among the disciplines of  Computer and Information Technologies, Electrical Engineering, Electronics & Communication Engineering, Engineering Nuclear Power and Energy Technologies and Interdisciplinary Engineering and Technology.  Dr. Surendra Pal, Distinguished Scientist, Programme Director, Satellite Navigation Programme and Deputy Director, Digital & Communication Area, ISRO Satellite Centre, Bangalore was conferred the Prof. SN Mitra Memorial Award 2007.           

The Lifetime Achievement Award is given to an eminent Indian citizen who has made most distinguished contributions in the field of Engineering / Engineering Research / Technology, which have brought prestige to the nation and regarded as landmarks of technological development of the country.  Dr. CG Krishnadas Nair, Honorary President, SIATI; Vice-Chancellor, MATS University and Dr. BN Suresh, Director, Vikram Sarabhai Space Centre,  Trivandrum were conferred Life Time Contribution Awards in Engineering 2007. Inspiring and illuminating Award lectures were delivered by Dr. CG Krishnadas Nair and Dr. BN Suresh.

Opening of INAE Local Chapter

News from Bangalore Chapter

INAE Bangalore Chapter conducted a special meet on the ‘Spacecraft Recovery Experiment’ on 2nd March, 2007 at Indian Institute of Science, Bangalore which provided an opportunity to get an authentic exposure from the engineers and scientists involved in this mission on this fascinating experiment.  Two technical sessions were conducted during the subject Meet;  Session-1 on “Spacecraft Recovery Experiment” and Session-2 on “Presentations on Emerging Technologies”. 

During the first session, Dr. TK Alex, Director, Laboratory for Electro-Optic Systems (LEOS), ISRO, Bangalore welcomed the participants.  The topics covered during this sessions included “Spacecraft Recovery Experiment : On Overview”; “The SRE mission – Trajectory Optimization for Reentry”; “The SRE Spacecraft”; and “Micro-Gravity Experiments”. 

During the second session, the topics “On-board Computers for Indian Spacecrafts”; “Contributions to Guidance and Control”; Issues in Multiuser Wireless Communications”; “Contributions to Materials and Interfacial Science”; and “From Sensor Networks to Multi-Hop Ad Hoc Networks” were covered.                                            
The aim of the Meet was to share the experience of Indian Space Research Organisation (ISRO) which conducted a unique experiment in January 2007 in which a spacecraft module was launched from Sriharikota using PSLV  launch vehicle.  After conducting some major experiments under  micro-gravity, the capsule was brought back
to the Earth after a series of complex maneuvers  including re-entry through the  atmosphere at hypersonic velocity. The capsule  touched  down at a predetermined location in the  Bay of Bengal and was recovered by the Navy and Coast Guard personnel.  The recovered module was  brought back to the Space centre in perfect condition. The technology demonstrated is a major milestone in the history of Indian Space Research and will lead to future complex missions including manned missions.   

Annals of INAE

The Annals of the INAE (Volume IV) containing the text of the Lectures delivered by Life Time Contribution Awardees;  Professor Jai Krishna and Prof. SN Mitra Memorial Awardees and  newly elected Fellows of the Academy was published in May 2007 and distributed to the Fellowship.  It has been decided that henceforth the text of lectures delivered by Young Engineer Awardees will also be included in the Annals of INAE.

Doss Memorial Lecture during the 14th Electrochemists Convention on Dec.6, 2007 and Plenary talk titled “Building on Knowledge-base on Sodium Cooled Fast Breeder Reactors to Develop Materials Technology for Fusion Reactors” during the 13th International Conference on Fusion Reactor Materials, Nice, France on Dec. 10-14, 2007.
